Cast matters. A lot. There are certainly examples of tiny indie movies with no-name talent that came out of nowhere and catapulted to great success. Those movies are the exception. If you premiere at Cannes, you don’t necessarily need name actors to obtain distribution. But “premiere at Cannes” is not a great distribution strategy.
