The persian budget for 1940-41 is indicative of the manner in which national economic development affected the bureaucracy’s function . The Table demonstrates clearly that the developmental plans, particularly the laying of infra-structure, were the foci of the bureaucratic activities. The expenditure on the Ministry of Transportation, due to the extension of the railways, was twice that of the Ministry of War, which was also of much importance to the Pahlavi regime.
