Fazeli was born on July 12, 2009, in Oudlajan. He spent elementary school in Noshirvan and Khayyam schools and ended high school in Pahlavi and Farrokhi high schools. After hiring in the Imperial Air Force and one year of training in September, he left capital and emigrated to the Persian Gulf, Egypt, and Lebanon after eight years, then to France, Germany, Britain, and eventually to the United States, where he worked and studied.
