The preliminary stage of this competition was held in two groups, in Group One eight teams were Chizer, Persepolis, Homa , Kale Amol, Hijab , Isfahan, Shahid Chamran and Zob Ahan of Isfahan were present. In the second division, the teams of Hamedan, Basij Qom, Qazvin, Hijab Fars, Yasouj, Bushehr, Fajr Kermanshah, Hefdeh Shahrivar Ardabil, Basij Khorasan, Physical Education of Kurdistan, Bank Melli Borujard, Fajr Tehran, Basij Semnan, Physical Education Khorram Abad, Kausar Khorramshahr, Namjo Gilan and Razi Mahsher Petrochemicals were involved. 1378 competitions were held with the participation of 13 teams in 3 groups and 2 teams from each group made it to the next stage. The teams present in this tournament are: Zob Ahn Isfahan, Hijab Fars, Barq Kerman, Sanat Naft Abadan, Semnan, Miandoab, Homa, Namjo, Gilan, Basij Resistance, Kermanshah, Kish Azad Region, Shahroud Governorate, Hijab Tehran, Razi Mahshahr Petrochemical. From the first group, the teams of Zob Ahan Isfahan and Hijab Fars, from the second group, the teams of Homa and Namjo, Gilan, and from the third group, the teams of Hijab Tehran and Kish Azad Region advanced to the second round.
