General Haj Ali Kia, Founder of the Kook Organization

The headquarters of the Kook Organization was located on Ordibehesht Street near the University of Tehran. Initiation ceremonies for new members were conducted in a room described as dark and symbolically charged. According to Brigadier General Hassan Alavikia, the room contained a Quran, a picture of the Shah, and a ceremonial sword. New members were vetted thoroughly, recommended by trusted existing members, and required to swear allegiance to the Shah.

Lieutenant General Haj Ali Kia described the formation of the Kook Organization as a defensive necessity. He believed Iran was caught between the geopolitical pressures of great powers and that domestic strength was the only viable solution. Foreign alliances, he believed, were unreliable. Therefore, an indigenous organization rooted in military loyalty and nationalist sentiment was required. Kia claimed that Kook had a membership of 120,000 and reported directly to the Shah. He also asserted that the organization played a critical role in the events of 28 Mordad and in exposing the Tudeh Party’s military network.
