Under Prime Minister Amir Abbas Hoveida’s government, Khosravani was appointed as the head of the Physical Education Organization, serving for three and a half years. His brother Ataullah’s role as Minister of Labor and close ties with Hoveida undoubtedly facilitated this appointment.
As the third president of the Physical Education Organization, Khosravani oversaw a period of rapid sports development in Iran. During his tenure, Iran sent athletes to international competitions, most notably the 1970 Asian Games in Bangkok, where the country secured 9 gold, 7 silver, and 8 bronze medals—a significant achievement for Iran at the time.
His presidency coincided with the Shah’s broader policy of using sports as a tool of national prestige and international visibility. Sports were meant to showcase Iran’s modernization, discipline, and cultural vitality on the world stage.
