Reza Shah did not intend unveiling to remain an abstract legal order. He demanded a public program that would dramatize the new policy and signal his personal commitment to it. Ali Asghar Hekmat, serving as minister of education, proposed that the event be tied to an end-of-year school celebration. This choice was deliberate: educational institutions were viewed as engines of modernization, and young women represented the image of a new social order. During a graduation ceremony held in early January 1936, Reza Shah publicly emphasized the unveiling policy. On that day, his wife Taj-ol-Muluk Ayromlou and their daughters, Shams and Ashraf, appeared without traditional coverings. It was the first time members of the royal household were presented in a public gathering unveiled, marking a symbolic rupture with long-standing custom.
