The Revolutionary Courts were controversial both domestically and internationally. Supporters argued that swift justice was necessary in the chaotic aftermath of revolution, while critics questioned procedural fairness. He defended the process as a response to extraordinary circumstances, emphasizing that different sentences—imprisonment, corporal punishment, or execution—were issued depending on the severity of the alleged crimes. This period left a lasting imprint on his public image, marking him as a firm defender of revolutionary authority.
In 1979, by order of Ruhollah Khomeini, he was appointed to the Guardian Council, a constitutional body tasked with reviewing legislation and supervising elections. Over time, he became one of its most enduring members. In 1980, he formally joined the jurist members of the Council during its first term. His tenure would span decades, making him one of the longest-serving officials in the institution’s history.
In addition to his role in the Guardian Council, he served as Secretary of the Islamic Propaganda Coordination Council from 1981 to 1993. In this capacity, he oversaw the organization of major religious and revolutionary commemorations, coordinating nationwide events that reinforced ideological narratives of the new state. He later became head of the Headquarters for the Restoration of Righteousness and Forbidding Evil, a body concerned with promoting moral conduct in public life. He led this institution from its inception in 1993 until the final years of his active service.
