Under Farah Pahlavi’s patronage, numerous cultural projects flourished, including the support of museums, educational programs, and artistic institutions. The Empress also played a key role in promoting heritage and modern culture, both domestically and internationally. In his administrative capacity, Shafa contributed to the functioning of these initiatives and the coordination between the royal court and cultural organizations.

Shafa’s work took place during a period of rapid modernization in  under the reign of Mohammad Reza Pahlavi. The late 1960s and 1970s saw significant cultural investment, with new museums, festivals, and institutions being established across the country. The Empress was particularly active in these cultural developments, and her office served as an important center for coordinating many of these activities.
