The Council was composed of seven religious figures associated with Khomeini, seven secular opposition figures, and two representatives of the security forces. According to Akbar Hashemi Rafsanjani, Khomeini chose Beheshti, Motahhari, Rafsanjani, Bahonar, Mir-Hossein Mousavi and Musavi Ardabili as members.
