Surprisingly, this period of structural modernization saw no substantial increase in the number of ministries. The only exception was the differentiation of the Ministry of Public Works into the two ministries of Economy and Roads in 1929 and the subsequent differentiation of the Ministry of Economy into those of Industry and Commerce.
