The Table demonstrates clearly that the developmental plans, particularly the laying of infra-structure, were the foci of the bureaucratic activities. The expenditure on the Ministry of Transportation, due to the extension of the railways, was twice that of the Ministry of War, which was also of much importance to the Pahlavi regime.
