Finally, by using his family’s financial aid and inheritance and obtaining a license from the Ministry of Science, he established Shemiran High School in 1352 to train specialists in the three fields of preschool education, counseling, and family welfare. Soon after its establishment, Shemiran High School entered into negotiations with universities such as Berkeley and Syracuse to allocate scholarships, exchange professors and students, and sign bilateral memoranda.
Under her guidance, the organization expanded Family Welfare Centers across, offering services in counseling, education, and community development for women and families. In 1973, she founded Shemiran College, a pioneering institution focusing on early childhood education, family studies, and social welfare administration. The college trained hundreds of teachers, counselors, and social workers, serving as a model for modern educational institutions.
