The role of Ayat in drafting the constitution Shortly before the victory of the 1357 revolution, Hassan Habibi, one of the members of Iran’s freedom movement, prepared the initial plan or draft of the constitution of the Islamic Republic at Khomeini’s request. The draft constitution, which lacked the principle of religious authority, was approved by Khomeini and then by the Islamic Revolutionary Council. However, according to what was stated in the decree of Prime Minister Mehdi Bazargan, the interim government and the forces inclined to it were in favor of forming the Constituent Assembly to amend the draft of the constitution, which was established by the proposal of Taleghani and the approval of Khomeini.
