Kia’s European tour took him to Czechoslovakia and Hungary, where he lived for four years. During this time, he was involved in purchasing arms for the Iranian army. However, his tenure was not without controversy. A significant disagreement with the head of the weapons purchasing delegation led to his recall to Iran. While the dispute curtailed his role abroad, Kia took advantage of his time in Europe to pursue military education. He completed an advanced staff course at the Swedish War University, a credential that would enhance his standing upon his return.
Upon returning to Iran, Kia came under the mentorship of Lieutenant General Haj Ali Razmara, a key military figure in the Pahlavi era. Kia’s talent and loyalty were recognized, and in 1327 (1948), he was appointed head of the intelligence department of the Second Pillar (Department) of the Army Headquarters. It was a pivotal moment in his career. From this point forward, Kia established himself as a devoted supporter of Mohammad Reza Shah Pahlavi. His rise through the ranks was steady, culminating in his promotion to Brigadier General.
