On 18 July 1977, persian Vice Minister of War General Hassan Toufanian traveled to Israel where he met with Israeli Foreign Minister Moshe Dayan and Minister of Defense Ezer Weizmann. They discussed a number of joint Israeli-persian military projects, among them Project Flower.
