After several disputes with the members of the Majles, in June 1908 he used his Russian-officered Persian Cossack Brigade (almost solely composed of Caucasian Muhajirs), to bomb the Majlis building, arrest many of the deputies (December 1907), and close down the assembly (June 1908).
