According to Europa 1995, in October 1993, after a three year respite, “high level talks” on the remaining POWs resumed between Iran and Iraq (1995, 1540). In February 1994, the under-secretary of the Iraqi Foreign Ministry was in Iran to resume these bilateral negotiations, which had been halted in November 1993 (INA 17 Feb. 1994; Republic of Iraq Network 19 Feb. 1994).
