On 29 April 1989, responding to the letter of Ayatollah Meshkini, the head of committee responsible for revising the Constitution, asking Khomeini’s viewpoint regarding the ‘marjaʿiyyat criteria, Khomeini said: “From the very beginning, I believed and insisted that there is no need for the requirements of marjaʿiyyat (authority in jurisprudence). A pious mujtahid (jurist-intellectual), who is approved by the esteemed Assembly of Experts (Majlis-i Khobregan), will suffice.”
