As an architect, Chamran’s expertise extended into urban planning and infrastructure development. His leadership in Tehran’s city council reflected his commitment to urban governance, prioritizing projects that aligned with his conservative views. He first became chairman of the City Council of Tehran in 2003 and served until 2013. During his tenure, he secured the highest number of votes in multiple elections, indicating his popularity and political influence. He was particularly successful in the 2003, 2006, and 2013 elections, where he outperformed his competitors, a testament to his ability to mobilize conservative support in Tehran.

Chamran’s political alliances have shifted over the years. Initially, he was a strong supporter of Mahmoud Ahmadinejad, particularly during Ahmadinejad’s tenure as the mayor of Tehran. However, as political dynamics evolved, Chamran distanced himself from Ahmadinejad and aligned with Mohammad Bagher Ghalibaf and his faction. This shift was evident during the 2006 Tehran City Council elections, where the conservative bloc experienced a split. The resulting three-way division in the council included reformist candidates and two competing conservative factions, a contrast to the more homogeneous composition of previous councils.
