Women’s Prison as narrated by Kamran Shirdel

The existence of such a facility demonstrates that the Iranian government had not yet developed a dedicated institution capable of meeting the needs of female prisoners. Instead of constructing a purpose-built prison, authorities relied on temporary rented buildings that were never intended to house inmates. These improvised facilities lacked proper sanitation, security, medical care, and educational opportunities, leaving women to endure extremely difficult living conditions.

The Ministry of Interior report describes the prison as a place whose condition “affects the hardest hearts.” According to the inspectors, even those accustomed to hardship could not remain indifferent after witnessing the circumstances inside the prison. Their observations reflected both humanitarian concern and criticism of the administrative system responsible for managing female prisoners.

The report notes that many women imprisoned for crimes such as murder or theft were passing through the most difficult period of their lives. Yet instead of receiving humane treatment or opportunities for rehabilitation, they faced neglect in nearly every aspect of daily life. Cleanliness and hygiene received little attention. The prison lacked sufficient washing facilities, and sanitary standards were far below acceptable levels.
