According to the INA report of 28 September 1994, Iran had 13,132 Iraqi POWs who were registered with the ICRC and an additional 5,415 POWs identified by letters exchanged with their families. According to this report, the ICRC requested to meet with Iraqi POWs held in Iran’s camps to “work for their repatriation” (ibid.).
