He enjoyed close relations with Emperor Haile Selassie of Ethiopia, as demonstrated by the fact that he was the guest of honour at the Persepolis celebrations in 1971. Ethiopia and Iran, along with Turkey and Israel, were envisioned as an “alliance of the periphery” that would constrain Arab power in the greater Middle East.
