Because his overseas education had been financed through a government scholarship, Sadat Tehrani fulfilled his service commitment by joining Iran’s public administration.

He initially served as a consultant within the Secretariat of the Economic Council, where he participated in economic planning and policy development during a period of rapid industrial modernization.

His expertise and professional abilities eventually led to his appointment as Deputy Minister of Economy. He served in this position between 1963 and 1968 during the tenure of Minister Alinaghi Alikhani, one of the principal architects of Iran’s industrial development strategy during the 1960s.

The Ministry of Economy sought to diversify Iran’s economy by encouraging industrial production, expanding exports, improving trade relations, and attracting investment. Sadat Tehrani participated in several important initiatives intended to modernize Iran’s commercial infrastructure.

Among his reported contributions were efforts to facilitate trade agreements with the Soviet Union and Eastern European countries. These agreements aimed to expand exports of Iranian industrial goods while improving transportation routes between Europe, the Soviet Union, and Iran.

He also reportedly contributed to projects that enabled the transit of European railway cargo through Soviet territory to the Iranian border at Jolfa, strengthening regional trade connections.
