Kharrazi subsequently held responsibilities in the fields of media, cultural administration, and public communication.
Among his positions were Director of Programming at Islamic Republic of Iran Broadcasting and Managing Director of the Institute for the Intellectual Development of Children and Young Adults.
In 1980, he became Managing Director of the Islamic Republic News Agency, commonly known as IRNA, a position he retained until 1989.
His leadership of the national news agency coincided with the Iran-Iraq War, one of the most difficult periods in Iran’s contemporary history.
During the conflict, Kharrazi was also involved in wartime information management and headed the War Propaganda Headquarters.
These responsibilities placed him at the intersection of government communication, national security, and public information.
In later reflections, Kharrazi acknowledged that wartime information policies sometimes involved withholding certain facts from the public to prevent damage to national morale.
