His years at IRNA provided extensive experience in political communication and international information management, skills that would become relevant to his subsequent diplomatic assignments.

In 1989, Kharrazi was appointed Iran’s Permanent Representative to the United Nations, beginning an eight-year period in New York.

His appointment came at a significant moment, shortly after the conclusion of the Iran-Iraq War and during a period when Iran was seeking to redefine its international position.

As Iran’s ambassador to the United Nations, Kharrazi was responsible for representing the country in discussions involving international security, regional conflicts, economic cooperation, and relations with other member states.

The position required engagement with diplomats from countries holding widely differing perspectives on Iran’s domestic policies and international conduct.

His experience at the United Nations provided him with direct exposure to multilateral negotiations and the procedures of international diplomacy.

During these years, Iran faced continuing challenges involving its relations with Western governments, regional security questions, and the consequences of the Iran-Iraq War.

Kharrazi’s work in New York helped consolidate his reputation as an experienced diplomat capable of communicating Iran’s positions in international forums.

His eight-year tenure also established professional relationships and diplomatic experience that would later prove important when he assumed responsibility for the Ministry of Foreign Affairs.

Appointment as Foreign Minister and the Khatami Administration

In 1997, Kharrazi returned to Tehran after being appointed Minister of Foreign Affairs in the administration of President Mohammad Khatami.
