In November 1988, the first POW exchange between Iran and Iraq took place, but the arrangement ended soon after due to disagreements over the number of POWs involved (ibid.; Los Angeles Times 26 Dec. 1989). In February 1989, Iran announced it would release 260 sick Iraqi POWs on the occasion of the 10th anniversary of the Islamic Revolution (TASS 9 Feb. 1989).
