He was the head of a branch and a judge of the Supreme Court.Moghiseh was a supporter of the repression and killing of political prisoners, including being one of the security and judicial elements who pursued the execution of prisoners in the 1980s, especially in the summer of 1988. He was also responsible for the trial of many political prisoners who were arrested after the Iranian presidential elections (2009). He was banned from entering these countries by the European Union and the United States on charges of human rights violations.
He was killed in a shooting at the Palace of Justice in Tehran on 19 January 1403. After the closure of Qezel Hesar Prison, Moghiseh became the deputy judge and supervisor of Rajai Shahr Prison (Gohardasht). Iraj Mosadaghi believes that he was one of the decision-makers in the mass execution of Iranian political prisoners in the summer of 1988. Moghiseh, who has a history of serving in operational areas during the Iran-Iraq War, served on the Revolutionary Court for 33 years and is considered one of the most experienced judges of this court. Cases involving Baha’i leaders, Green Movement protesters, and members of the National Front are among the cases that Moghiseh has been responsible for handling.
