Celebrations of the fifth anniversary of the Taliban rule

The United Nations Security Council has established an important framework for these expectations, notably through Resolution 2593, adopted in 2021. France continues to regard the obligations and principles reflected in that resolution as essential to the future of Afghanistan and to regional and international security.

Resolution 2593 was adopted at a critical moment. The Taliban’s seizure of power had created serious concerns regarding terrorism, human rights, humanitarian access and the future of Afghan society. The international community called for Afghanistan not to be used as a base for terrorist activities or to threaten other countries, while emphasizing the importance of protecting human rights and facilitating humanitarian assistance. These principles remain relevant four years later. France considers that the Taliban cannot claim legitimacy or international recognition while disregarding the responsibilities associated with governing a country and while failing to respect commitments made to the international community.

The developments of the past year have further demonstrated the distance between those commitments and the policies implemented by the Taliban. Rather than moving toward greater inclusion and respect for fundamental freedoms, the authorities have continued to adopt measures that restrict the rights and opportunities of large sections of the Afghan population. Such decisions have serious consequences not only for individual Afghans but also for the long-term stability, development and prosperity of Afghanistan.
