Detailed images of the Shah and Shahbanu’s pilgrimage in Mashhad

Iran’s participation in CENTO reflected the Shah’s commitment to Western strategic objectives. He believed that membership in the organization would provide Iran with military assistance, diplomatic support, and greater international security.

Iran also permitted American intelligence activities along its borders with the Soviet Union. This cooperation was particularly important because of Iran’s geographical position and its proximity to Soviet territory.

The Shah’s anti-communist orientation also influenced his relationship with regional political movements. He strongly opposed Gamal Abdel Nasser’s Pan-Arab nationalism, which challenged Western influence and promoted a more independent political direction for the Arab world.

The Shah considered Nasser’s popularity and revolutionary ideology potential threats to the regional order and to the security of conservative monarchies. Consequently, relations between Iran and Egypt were often tense during this period.

Iran’s position during the Arab-Israeli conflict also demonstrated the Shah’s willingness to pursue a foreign policy that frequently differed from the position of many developing countries. During the 1967 Arab-Israeli War, Iran maintained a relationship with Israel and extended it de facto recognition, despite the absence of formal diplomatic relations.

This relationship was influenced by strategic and economic considerations. Israel represented a potential regional partner, while cooperation with the country provided Iran with opportunities in intelligence, agriculture, technology, and security.

Similarly, the Shah maintained economic relations with South Africa despite widespread international opposition to its apartheid system. At a time when many developing countries supported boycotts against the South African government, Iran continued to export oil to the country.
