The Shah believed that economic development and social transformation were essential for strengthening Iran’s international position. He frequently presented modernization as a national objective that required centralized political leadership, economic planning, and the mobilization of state resources.
An important element of this strategy was the implementation of the White Revolution, a comprehensive reform program announced in 1963. The White Revolution included several initiatives intended to restructure Iranian society and accelerate economic development. Among its most important components were land reform, the expansion of literacy, the nationalization of forests and pastures, the privatization of certain state-owned enterprises, and the extension of women’s political rights.
Land reform was particularly significant because it challenged the traditional structure of agricultural ownership. Before the reforms, large landowners controlled substantial portions of Iran’s agricultural land, while many rural families worked as tenants or agricultural laborers. The government sought to redistribute land and weaken the political and economic influence of traditional landlords.
Although land reform contributed to the transformation of rural society, its implementation produced mixed results. Some peasants gained ownership of agricultural land, but many received plots that were too small to provide sustainable livelihoods. Furthermore, the reforms did not always provide sufficient financial assistance, agricultural equipment, or technical support to new landowners.
Consequently, a significant number of rural inhabitants migrated to urban areas in search of employment. This migration contributed to rapid urbanization and placed additional pressure on housing, transportation, education, and public services.
